Appointed by the Village Board, the Village Administrator serves as the chief administrative officer of the village and is responsible for the general supervision of all Village employees and departments. The Administrator is also responsible for carrying out and/or delegating all legislation and decisions established by the Village Board.

The Building Inspection Services staff is primarily responsible for overseeing new construction and alterations of commercial and residential buildings, as well as the installation of plumbing, electrical, and heating/air conditioning systems. Plans are reviewed and permits are issued with conditional approval within the restrictions of State and Village codes.
Inspections are made at various stages of construction. For each inspection made, a written report is filed. These reports are kept in property files as a history of the property for current and future owners. Property files are public record and open for public inspection during regular office hours.
All buildings including out-buildings and garages require a permit before they are built. Individuals seeking to make changes and alterations to, or installations of electrical systems, plumbing, HVAC systems, and driveways must obtain a permit before work begins. It is not just new construction that requires permitting; other common projects that require Inspection Services include basement remodeling, kitchen remodeling, re-roofing, re-siding, swimming pools and decks. The Village website includes detailed information for each of these types of projects.
Check with Building Inspection Services if you are unsure of what work needs a permit or what type of permit you need. Their number is 262-250-4760. Each of these projects will then need to be inspected by the building, fire, and/or electrical inspector periodically throughout the process to ensure compliance with building and fire codes.
It is likely that you will be able to put a fence in your yard; however, the Village Code has requirements for fence height and placement. For example, fences in the rear or side yard can be up to 6 feet in height, but in the front yard the maximum height is four feet (up to 6 feet could be allowed with Plan Commission approval). You also can’t put a fence on an easement without Plan Commission involvement, and fences cannot be closer than 2 feet from the public right of way. Because fences include these types of restrictions, there is a permit and inspection required for building a fence. In addition to the application, residents must include a copy of their property survey that identifies right of ways, easements, and property lines, as well as the proposed placement of the fence. Meeting notices are posted on the Village website, on the Village Cable channel, on the meeting board at the front doors of Village Hall, and at the Community Library. Copies of resolutions and ordinances that have passed recently are posted in the Village Hall lobby bulletin board, at the Community Library, and on the Village Website. Minutes for meetings are not posted until they are approved, which is generally at the next meeting date. Once they are approved, they are also posted using the same means at the resolutions and ordinances. All public meetings must be noticed including Village Board and Village Committee and Commission meetings. Notices must be posted at least 24 hours in advance, but our goal is to post further in advance.

Yes, staff of the Department are all Notaries. There is no fee, and you do not need to be a resident of Germantown to use our services. Please note: Do not sign the document before bringing it in front of a Notary Public. Notaries need to witness you signing the document for them to be able to notarize it. Please also bring a Government Issued Picture ID.
There are a few ways to vote absentee. The first is to submit a request in writing (email counts) that you would like us to mail you an absentee ballot. When you make this type of request, please make sure you provide your name, address, date of birth, where we should mail the ballot, and which elections you would like to vote absentee for. You can also complete the form and mail it to us or fill out the request through MyVote through this link. For each method, you are going to be asked to provide a photo ID in order to receive a ballot. There are excepts to this rule so please read the absentee voting application carefully to see if you qualify under those exceptions.
You can also vote absentee at Village Hall for the dates announced for each election, which will generally be the two to four weeks prior to the election. Please note that per state statue, there cannot be voting at Village Hall on the day before or day of any election.

The Village Code is online and there is a physical copy in the Clerk's Office. Please note, however, that the Clerk's physical copy must stay in the Clerk's Office. You cannot take it with you. Copies of ordinances can be made for you.

The answer is, it depends. Business applications for licenses for things such as cigarettes, coin operated machines, and anything related to alcohol (including Operator Licenses) are generally due in mid to late April. The "year" for these licenses runs from July 1 to June 30. In order to get proper notices, approvals, and background checks done, we need to receive the forms well in advance. Mobile home licenses are also on this type of schedule. Animal fancier licenses and direct seller licenses are on a "normal" calendar year schedule.

In addition to our Village Board of Trustees, the Village has several other citizen committees. These include the Library Board and Plan Commission. If you are interested in serving on any of these, please let us know. Additionally, if you are interested in the possibility of helping with elections, let us know of that as well.

All Village Board meetings are open to the public, and residents are welcome to attend. Most Village Board Meetings are video recorded, and the recordings can be accessed through the Village Website. The Germantown Clerk's Office does not handle anything with regards to Mid-Moraine Court. We do not have any information regarding tickets, court dates, or bail. We also do not take payments for the Court.
Court is held in the Village Board Room in Village Hall on the third Wednesday and third Thursday of the month. Any questions regarding citations or court dates should be directed to the Court itself. The number for the Municipal Court is 262-334-5700.

The Village does not survey properties for property owners. This must be done through a private surveyor.
The Village assures each engineer/surveyor inherently declares compliance with professional conduct, ethics, practices and standards. Seals are dictated under Wisconsin Law and professional standards for each prospective profession.
The Engineering Department generally designs and inspects Department of Public Works projects (including road projects), reviews private development projects for the Plan Commission, administers driveway and right of way permits, completes field survey work, reviews certified survey maps and plats, and maintains record drawings. The Engineering Department also administers the Village’s Wisconsin Department of Natural Resources storm water discharge permit, which includes erosion control permitting, and illicit discharge investigations.

Roads are selected for resurfacing or reconstruction based on the 10-year road plan, current condition of the roads and utilities, available budget, and feedback from the public and elected officials. At times, there are one or more conditions that warrant moving a project later or earlier in the 10-year road plan. Adjusting the 10-year road plan is discussed at the Public Works and Highway Committee prior to formally making any modifications to the approved plan.

It is important to note that the 10-year Road Improvement Program is subject to change based on approval by the Public Works & Highway Committee and Village Board, available budget, cost of construction, condition of roads, as well as coordination with water and sewer utility projects.
Yes, you will need a permit to install or replace a driveway culvert. The permit is available at the Engineering Department counter located in Village Hall or online here . The fees for this are subject to change, so please refer to the current fee schedule.
The Finance Department is responsible for providing professional financial management services for the Village of Germantown. The office handles payments to the village for property taxes, utilities, and pet licensing, accounts payable, creation of the annual Village budget, payroll, debt management, employee insurance, and investment.
Tax bills are usually mailed the second week of December. You can download copies of your tax bill and payment receipts at http://landrecords.co.washington.wi.us/LandRecords. Simply search by your parcel id, street name and number or the first and last name listed on your property tax bill. Once you are on the property summary page, go to the “Select Detail” dropdown and choose “Taxes.”
From there choose the tax year you want to view. Payments will be listed in a pop-up box. Real estate property taxes can be paid in two installments due January 31 and July 31 of each year. The July 31 payment is payable to Washington County. Business Personal property taxes must be paid in full by January 31 of each year. WI State Law allows for a five business day window for payments to be received by mail.
The Village will not know the tax rate until all taxing jurisdictions pass their budgets and report their levies to the County Treasurer who puts the tax bills together for the municipalities. This usually happens in late November to early December.
All dogs and cats over the age of 5 months must be licensed annually with the Village Finance Department. To get a license for your pets you must bring proof of a current rabies vaccination, complete a pet license application, and provide proper payment. Dogs and cats should be licensed by the end of January. Dogs and cats licensed after March 31st are subjected to a $5 late fee. Service animals must also be licensed annually, but are exempt from the license fee. A burning permit is needed if you wish to burn yard waste. No permit is needed for cooking fires in barbecue pits, grills and outdoor fireplaces. In addition no permit is needed for indoor commercial or domestic incinercial incinerators. No person shall attempt to burn garbage, materials emitting toxic fumes or substances, noxious odors or creating health hazards. EFFECTIVE IMMEDIATELY the Park & Recreation Department is no longer able to process Work Permits for Minor.
The Department of Workforce Development's Equal Rights Division has developed a new online work permit application tool. The Division carefully considered the lessons of the past few years, when pandemic restrictions made it nearly impossible for some minors to obtain work permits and decided to pursue an online application that would be available to the parents of minors 24 hours a day, 7 days a week from any computer, tablet, smartphone, or similar device. The application improves accessibility for minors who live in rural or underserved areas and eliminates the difficult logistics involved in working parents having to take off work to make a trip to a work permit office.
The application is live now. A parent can access the site using these instructions. (See Below) Payment is made directly to the department through the application, using a credit or debit card or by ACH direct withdrawal. Once the permit application process is complete, the Department mails a paper copy of the permit directly to the employer.

Park Passes for Washington County can be purchased through the County Planning and Parks Department either online, by mail, or in-person at either the Planning and Parks Department in West Bend or at the Washington County Golf Course in Hartford. The annual park passes cost $30 for residents of Washington County, $40 for Non-Residents, and $20 for veterans and people over the age of 60.
Day passes are also available and cost $5. These can be purchased the same way the other passes can be and can additionally be purchased at the entrance of the parks.

All new businesses are required to complete a Zoning Compliance and Occupancy Permit for review and approval by the Village Planner. Permit applications are available for pick up in person at Village Hall, are available on the Village Website under Forms and Applications, as well as on the ZoningHub, and can be emailed to applicants upon request.

Staff will then determine if there is a violation and what action should be taken. Please note that there are only specific circumstances where the Village will intervene when it comes to the maintenance of private property. These instances include, but are not limited to: noxious weeds as defined by Village Ordinance, grass that is 12 inches or more in height, and/or the private property poses a danger to adjacent properties, property owners, and/or the public (EX: large damaged tree limb hanging over sidewalk).

The Village rarely gets involved with private property disputes. Most issues will need to be resolved privately between the property owners. The Village will only become involved if a property owner is actively violating Village Ordinances and Zoning Code.
The Germantown Police Department provides protection services with office hours 24 hours a day, 365 days a year. The Police Department has 42 employees, including 31 sworn officers. We have a variety of programs to serve the public that we are particularly proud to offer. Our K9 unit is funded with the support of the community. Our current K-9 handler is Officer Darren Von Bereghy. K-9 Hatto joined our department in 2017. We will be adding a second K9 unit in 2020; his name is Arek and he will be partnered with Officer Justin Pesch.
The Department also participates in a variety of Community Policing activities such as school visits, community events, and seminars, and the summer police academies for adults and for children.

Village staff maintains all the turf, and planting for all Village buildings. We have a greenhouse provide all the annual planting materials for pots, decorative areas, and hanging baskets.
The Village does not fix drainage problems located on private property. Germantown Engineering staff are compiling a list of overall resident requests regarding drainage concerns. Drainage projects are selected based on the degree of impact to public safety and property, as well as available resources.
If there is debris or leaves plugging an inlet near your home, please call 262-253-8252. If a major rain event is forecasted, Village crews are dispatched, and we check and clean as many inlets as possible before the rain begins. Residents can help keep inlets clean by not blowing grass clippings and leaves into the street. This plugs inlets, causes street flooding and creates hazards for our neighborhoods.
To report a damaged streetlight or lamp that is out, please call 262-250-4721. Some lights are maintained by the Village and some by WE Energies. Typically, a simple lamp replacement takes 3-5 business days once reported. Other failures can take longer to repair, especially if there is a fault underground.
Currently there are no funds budgeted to address sump pump complaints. Germantown’s Engineering Department is working in conjunction with Germantown’s Highway Department to compile a list of resident requests to eliminate sump pump discharges to the street surface. Once a comprehensive list is created, Engineering will provide recommendations for the Public Works & Highway Committee to review and act upon.
Typically, it is the policy of the Engineering Department to refrain from adding stop signs to existing neighborhood intersections because stop signs are to be used based on traffic counts and accident data. Stop signs are not good traffic calming devices in neighborhoods where speeds are already designated to be 25 mph. Also, too many stop signs in a neighborhood may condition drivers to practice unsafe habits like “rolling” through intersections. If stop signs are to be installed, an analysis by the Engineering Department must be completed beforehand. Any recommendation would need to be taken to the Public Safety Committee and Public Works & Highway Committee for approval prior to installing the signs.
The Village sweeps streets to keep as much debris out of our storm system as practical. We also sweep streets to keep our Village looking clean and neat! We try and sweep all Village streets at least twice annually. We attempt to sweep main streets and intersections at least 4 times a year. Weather, workload and other factors all play a role in when, and how often we sweep.

Please note that dead deer are picked up as part of a County wide contract. It can take up to two weeks (or more) to get one removed, especially in the fall. Potholes and signs can take 3-5 business days to address on average.
Our Annual pick-up for 2023 will take place starting on Monday, June 5th. Please note that brush must be out next to the curb the day prior to the beginning of the brush pick up event which is Sunday, June 4th. This process will take approximately 2 weeks to complete, we will not be extending the pick-up or picking up brush that is put out after June 4th.
The Village will not pick up yard waste (twigs, grass clippings, annual flowers, etc.) or leaves. These will need to be taken to the Residential Yard Waste Facility on Main Street to be disposed of.

The Germantown Senior Center offers a variety of leisure, educational, fitness and recreational opportunities for all senior citizens ages 55+. The Senior Center does not have a membership fee for participation. The Center is also home to the Germantown Senior Club that offers additional programs and opportunities to seniors for an annual membership fee of $18. The Senior Center also offers a van service for adults 55 and older who live within the Village of Germantown. More information about the van can be found online or by calling the Senior Center at 262-253-7799. Washington County provides nutritious lunches at the Sr. Center Monday-Friday for Seniors 60+. Please call (414) 380-8666 for information about this program. The County also provides a nurse for 1:1 meetings with Seniors once a month; the nurse is at the Germantown Senior Center on the first Thursday of each month between 9:30am-11am.
The Senior Center offers two rooms for the public to rent: the main meeting/event room and the smaller multi-purpose room. Rental applications can be found on-line and in-person. Rentals can also be made over the phone by calling 262-253-7799. Check with Senior Center staff for information regarding pricing, occupancy, restrictions, amenities, and availability.
Our staff does not have shifts. Our crew is out before, during and after the event, and it is the same crew who plows that also responds to all other Highway, Building, Grounds and Parks calls (streetlights out, sign downs, etc.). Each crewmember has a designated route, but our philosophy is that nobody leaves until everything is plowed. This means there may be times when multiple plows are on the same road.

What is a secondary?
Secondary streets connect you to a main street.
It is likely not always last. However, we can’t guarantee what time or order everyone will get services because it is largely dependent on conditions.
Snow always has to be plowed to the right, and it will naturally fill any opening (like a cleared driveway). If plows are still out and they have not plowed your street, snow will block your driveway if you have already shoveled. Also, we must plow as close to the curb as possible to ensure there is a clear flow line so that any run-off during the melt gets to the inlets. Unfortunately, there is nothing we can do to prevent this from happening.
This depends on the timing and conditions of the snow event. In general, because we do not have shifts, our goal is to start no earlier than 3:30am and to leave no later than 8pm, so that our crew can get some sleep before returning. However, our Public Works staff and Police Department coordinate to make sure we address road conditions that need attention at all hours of the day.
If you believe your mailbox was struck by a Village plow, please send an email to firstname.lastname@example.org. Village staff will come out, assess the situation, and decide if the mailbox was struck by Village equipment. If our plow hits your mailbox, we will replace it, but it may be spring depending on what needs to be replaced. If we break a post, we will replace with a cedar post. The mailbox will be a black plastic mailbox. You can repair or replace it yourself; if you do, bring in your receipt, and we will reimburse up to $70. There are times that the weight of snow will knock over a mailbox- this is not something we replace.

Please be aware that in most cases there is approximately 15’ of Village right of way adjacent to the street in most residential lots. This space is kept for number of reasons including snow storage, storm water infrastructure, and other uses. PLEASE refrain from placing electric pet fences and underground sprinkler heads in this area. If they are damaged as part of snow removal or an excavation the Village may not repair any damage caused.
Yes… Residents can use driveway markers to help our drivers know where the curb ends, and lawn begins. PLEASE understand that we will not replace ones that get broken, AND PLEASE do not use channel posts, or any other metal objects in the right of way. These heavy-duty markers can be dangerous if struck by motorists so please do NOT use those. If we tear up the lawn in your immediate area, please call 262-250-4721 and give us your address. We compile a list and come back in spring to make repairs. We use quality seed and fresh topsoil. We will not sod any damaged areas. PLEASE understand we make mistakes. Our operators are maneuvering an 8’ front plow and 9’ wing. This is over 20’ of snow removal equipment. Our target area is the concrete curb, which is 18” wide from front to back. We need to get that close to have room for future snows and so that melting snow has a path to storm inlets. Early season snow falls and warm winters often prevent frost from getting into the ground. This keeps shoulders extremely soft and vulnerable to damage. We don’t like causing damage, but we do, we are sorry and appreciate your patience and understanding.
To put it simply, the best thing you can do is stay safe and keep those around your safe as well. Make sure children avoid big piles of snow near the road and to keep a safe distance from approaching plow trucks- nothing worse than being underneath a pile of flying snow! Another way to stay safe is to stay off the roads. If you must be out, keep plenty of distance between you and other cars, and particularly plows. A snowplow can’t stop as quickly as a normal car, so please give plows plenty of room to maneuver. Drive cautiously and most of all be patient. It takes time and lots of effort to clear the roads. Remove all parked cars from the streets to provide plows with full access.

Water quality issues can be caused by many different factors, and the water utility can help troubleshoot if the problem is in your home or in the outside distribution system. Before you call the water department, first try to do some homeowner detective work. Verify if the water quality issue is in the whole house, in one fixture or multiple fixtures. Is it on the hot side or the cold side or both? If it is in only one room of your home, more than likely the problem is in your home. We can’t send clean water to the rest of the home and dirty water to a single room.

We will only replace the water meter in your home; any other leaks are the responsibility of the property owner. The water valves used to shut off the water to replace the meter are the responsibility of the property owner, and they need to work prior to any meter replacement. If they start to leak or break at the time of the meter replacement, the cost of the repair is the responsibility of the property owner.
The Village of Germantown is undergoing a meter conversion program from a dial register meter to an electronic reader. This meter keeps track of your home’s usage in its internal memory. This meter is read every quarter by radio frequency signal from outside your home. It can also be accessed by utility staff when a reading outside the norm is reported or discovered by utility staff.

In most cases, water that smells like rotten eggs is caused by the anode inside your hot water tank. Anode rods are designed to attract corrosive elements in the water, thereby diminishing corrosion in the vulnerable steel liner. The water utility only owns the water meter; we do not own any valves or piping connected to the meter. Any leak in your home is the responsibility of the property owner even if the meter was just replaced. The Utility owns the water service from the connection point at the water main up to the water shut off in your yard, located at the road right of way line.

If you see small 4”X 4” plastic flags in your yard, these are locating flags marking buried underground utilities. A utility, the Village, a neighbor or someone at your property called Diggers Hotline which is a system to identify these lines; it is frequently utilized for constructing, repair, planning and installing underground utilities. These lines could be power cables, phone or cable TV lines, storm, gas, water or sewer lines. Most of the flags have identifiable owner references and phone contact numbers. They should stay in until the work is completed.
We get calls from time to time by property owners asking about a pink or black film around plumbing fixtures, showers/tubs or toilets and at the bowl water level wondering if there is something wrong with the water. This condition can be caused by an airborne bacteria that can breed into a pink or black stain once it encounters a wet or damp environment. See link for in-depth article describing this condition.
Water distribution pipes over time react like the human body. As our bodies age, and depending on one’s diet, we can develop plaque buildup in the blood vessels. The water distribution is very similar because we do not pump and distribute distilled or nonmineral water. Over time, water travels through the aquafers picking up minerals. These microscopic minerals settle out into the utilities’ distribution pipes and pipes in your home. When velocities of the water or water directions change due to hydrant flushing, valve turning, water tower and pump operation, water main breaks and fires, buildup can break free mixing it in the pipes and changing the color of the water.
